Treasury Board and Finance - Request for Proposal - Care-First Auto…
Description
On January 1, 2027, a new privately delivered, care-based auto insurance system called Care-First will take effect in Alberta. The new system will prioritize the recovery of all Albertans injured in a motor vehicle accident and will offer significantly increased medical, rehabilitation, and income support benefits when compared to the current system. The enabling legislation for this initiative, Bill47: Automobile Insurance Act, was introduced in March 2025 and received royal assent in May 2025.
The Province is seeking an education provider to supply access to a ready-made evidence-based case management training program for adjusters or Case Managers who are, or will be, employed by automobile insurance companies licensed to operate in Alberta. Under Care-First, adjusters may be more commonly referred to as Case Managers, and this terminology may be used interchangeably in this RFP. The successful Proponent will have an existing program that has already been successfully deployed previously. The Province is seeking a provider to offer program access to approved stakeholders for a defined period of time.
Score Reasoning
The tender is for an evidence-based case management training program for auto insurance adjusters, which is completely outside the scope of toy manufacturing or digital consumer engagement. There is no overlap between medical/legal insurance training and the physical or digital product capabilities of TOYMAK3RS or JELLYBEAN.
Bid Angle
Neither company should bid as this requires insurance industry curriculum and professional case management certification.
